Rep. James Traficant, known for his flamboyant rhetoric, gave a brief floor speech about a woman named Frances who claimed to have gotten pregnant through an e-mail exchange with a paramour 1,500 miles away. "That's right -- pregnant," he proclaimed, warning of the dangers of "immaculate reception." He called on Congress to go beyond "v-chips" that would protect kids from sexual content on the Internet, saying, "Its time for Congress to act. The computers do not need a v-chip. The Internet needs a chastity chip."

A man cleaning a bird feeder on his balcony of his condominium apartment in this Toronto suburb slipped and fell 23 stories to his death, police said Monday. Stefan Macko, 55, was standing on a wheeled chair Sunday when the accident occurred, said Inspector D'Arcy Honer of the Peel regional police. "It appears the chair moved and he went over the balcony," Honer said. "It's one of those freak accidents. No foul play is suspected."
